  • Understand poverty issues, humanitarian contexts, development theories and holistic development.

  • Proven high quality report writing skills.

  • Proven leadership ability at least 3 years but preferably 5 years working experience as a MEAL lead in any INGOs/ UN organizations.

  • Demonstrated collaboration skills.

  • Excellent Computer skills in MS office, SPSS, Epi info, NViVO and other statistical packages.

Responsibilities & Context

The MEAL Coordinator/ Manager will provide technical and analytical leadership  to field office and working areas to ensure the quality of the response operation through development and implementation of robust MEAL system comprising monitoring, accountability initiatives, support baseline and evaluations, compile lessons learnt, conducting technical studies, developing knowledge products and pro-actively engaged into dissemination and information management works collaboratively with field staff and other partners of the program. The post holder is responsible to lead and develop, apply and strengthening of BRCR MEAL strategy, framework, systems, processes and products in alignment with National office Program Quality Strategy that results in increased capacity of BRCR and partner staff at all levels to project design, manage and evaluate project’s achievement. She/ he will also oversee the implementation of the Accountability Framework, assist with cross-sectoral coordination, keeping good working relationship with local and international organizations at Cox’s Bazar to project design, information sharing and innovation in MEAL.

Support project design team in developing new project proposal aligning with the donor’s MEAL requirement:

  • Work closely with respective sectors in developing and reviewing proposals.

  • Lead respective partners in designing effective project in light of donor requirement.

  • Provide appropriate template and tools as per donor preference and keep approve project design in a very good care for developing M&E system.

  • Build capacity on project logic, indicator development, M&E plan development etc. of project staff in developing concept note and new proposal.

  • Ensure reliability and accuracy of project level data (qualitative and quantitative) by establishing a data quality assurance plan and incorporating feedback from data quality assessments.

  • Effectively plan, implement, deliver and monitor PDM process to ensure the timely and effective donor communication and internal decision making.

  • Develop project base MEAL plan with collaboration and coordination peer MEAL staff and sector staff.

  • Regular analysis of monitoring data carried out and relevant data shared appropriately.

  • Strengthen QA mechanisms & evidence-based system for the decision making within cross functional operation team.

  • Plan and conduct project lessons learned log,

  • Build capacity on how to capture the stories (success and or failure) for the decision making.

  • Consolidate MEAL reports for monthly sharing with sector leads (management and senior management).

  • Present findings for internal assessment to staff and cluster sector leads Plan and follow up with MEAL coordinators on promoting accountability (covering all pillars) and closing the loop on complaints and response mechanisms.

  • Ensure accountability reports are produced timely and shared with the management.

  • Constantly and consistently check on data quality using audit/protocols in all monitoring activities across the sector projects to ensure the quality M&E product.

 Capacity building:

  • Organize learning events and apply blended learning methods to ensure to address the MEAL capacity gaps in field operation staff.

  • Facilitate capacity building event for the staff and partners on knowledge, skills, and competencies necessary for effective MEAL through training and coaching event frequently.

  • Ensure the all-project staff understand their roles and responsibilities in collecting, analyzing and using MEAL data/ information for decision-making, and work with staff to operationalize outcome measurement and data collection using established processes, procedures and the project MEAL plan.

  • Update the partners, and relevant stakeholders on required DME process, standard and systems.

Enhanced community-based monitoring system:

  • Effectively monitor the community led monitoring system

  • Apply the community led monitoring findings as the inputs ongoing and upcoming projects.

  • Ensure to disseminate the program designs and MEAL plan with working groups and partners appropriately to the context.

  • Monitoring of HAF and accountability indicators, as part of process tracking at project level.

  • Set up simple systems to manage the information generated by community led monitoring to inform the decision for strengthening the accountability system with strong coordination with accountability coordinator.

Ensure project accountability and accountability to the affected populations (AAPs):

  • Prepare project(s) accountability plan including implementation plan following project documents like log frame

  • Report/update regularly on project accountability including distribution accountability focusing progress, challenges, processes etc. to management and partners or other stakeholders where required

  • Inform communities regarding their right to be consulted, make complaints and provide feedback to World Vision and partner organizations

  • Effectively monitor the community feedback mechanism system

Lead to conduct multi-sectoral assessment, analysis, technical studies, mid-term review of the response and projects:

  • Develop and implement ToR for the specific study.

  • Develop and implement survey instrument, data analysis, high quality reporting and dissemination including presentation.

  • Facilitate MEAL relevant capacity building training for the team.

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

  • Perform other duties as assigned by the Line Manager.
