Job Description

Education

  • Master’s degree in international development, International Relations, Rural Development, Social Science or any related field.

Experience

    • At least 5 years
 

Additional Requirements

  • Minimum of five years’ demonstrable, hands-on experience in grant acquisition, including experience developing and managing capture plans and applications/bids managing capture plans; managing bids for opportunities large opportunities targeting major bilateral and multilateral institutional donors.
  • Experience with public-private partnerships.
  • Experience in acquiring funding from private donors (foundations and corporations)

 

Required Language(s): Excellent communication skill.

Required Travel: up to of 15% International travel may be required.

 

Preferred Experience, Knowledge and/or other Qualifications:

  • Robust understanding of World Vision Context and prior experience working on resource collaboration with SOs is highly desirable.
  • Demonstrated success achieving high win rate for large (over $20m) bid portfolios. Experienced networker with strong skills in donor relations, negotiation, and partnership brokering and management
  • Up-to-date knowledge of the donor landscape and trends in the development and humanitarian sectors
  • Strong inter-personal skills, and proven team-player
  • Able to solve complex problems and to exercise independent judgment
  • Able to work in a cross-cultural environment with a multi-national staff
  • Must be a committed one, able to stand above denominational diversities.
  • Strong influencing and networking skills; consortia/network development experience.
  • Ability to provide support and training to staff and partners and to “translate” donor language related to guidelines and different requirements to ensure that both concept notes/proposals and project implementation are compliant with donor requirements.
  • Knowledge of workings with major donors, such as US major donors/OFDA/DoL, DFID/FCDO, UN, DFAT, EC/ECHO/DIPECHO, KOICA, MoFA, UN agencies, WFP, ADB/WB. Global Fund.

Responsibilities & Context

World Vision Bangladesh has a funded grant portfolio of over $50 million, with a significant volume of new opportunities that are actively managed in our current pipeline. There is significant potential for additional growth, which will require more proactive capture planning and management in seamless partnership with key World Vision Support Offices (SOs) and regional partners around the world. The Deputy Director/Senior Manager Resource Development, a key leader within the Extended Senior Leadership Team (ESLT), provides strategic leadership in capture planning and implementation, bid management, oversight of donor research and analytic and pipeline management and facilitation/execution of WVB’s grant acquisition strategy. Additionally, the Deputy Director /Sr. Manager-RD ensures resource diversification, strengthened donor networking, and improved resource acquisition capabilities for World Vision Bangladesh. Furthermore, the Deputy Director /Sr. Manager-Resource Development will train and/or build the capacity of all resource development staff, assure strategic inter-departmental collaboration with the Program Quality and Technical staff, Finance staff (in particular with the development of cost proposals), Operations Department, while assuring the provision of any and all requisite support to the Refugee Response program (CoxBazar) development team.

 

The DD/Sr. Manager-RD is expected to communicate World Vision’s Christian ethos and to demonstrate a quality of spiritual life and leadership behavior that is an example to others.

  • Donor mapping reviewed annually; highlights raised with SOs
  • WVB participation in fora, alliances and key partnerships.

  • Chiefs of Parties identified and committed during capture phase, support development of job descriptions in collaboration with P&C
  • Grant Opportunity pipeline system in place, updated and shared with the region.
  • Annual targets established, monitored and reported
  • SOs and Regional RDUs regularly updated on trends, opportunities and challenges (quarterly RDU report).
  • WVB pipeline and win rate at acceptable levels.
  • Consensus with WVB, SOs, Regional colleagues on short list of high priority donors and opportunities that will maximize WVB’s growth and impact.
  • Up to date pipeline data, including all higher-level data as required in HORIZON system.
  • Clear ranking of opportunities in pipeline, and tracking of movement through BD systems.
  • Documented Business Development protocols that have “buy in” from key internal partners (technical staff, Finance, P&C, Ops, ND etc.), and rigorous adherence to these protocols.
  • A diverse and solid portfolio of partnerships with different renowned donors that believe in the WVB Vision and Mission and contributes on an on-going basis.
  • Providing an opportunity to make real impact on child well-being objectives through proposals that reflect accurately the scope, time and cost of the interventions / programs.
  • WVB Resource Development team and WVB staff involved in grants are Proposal pro certified.
  • Proposal Pro or G2G training facilitates as per capacity building needs. (e.g. one training in the region annually)
  • All WVB Resource Development staff are using Horizon for tracking and managing grant opportunities.
  • New staff are promptly trained on key WV systems, including: HORIZON, Proposal Pro/G2G, to assure compliance with WVI standards, policies, database and tools and networks.
  • NO Resource Development staff attend GAM and FC CoP webinars.
  • Annual GAM forum managed and facilitated, and actions /issues followed through.
  • NO Business Development Plan is implemented in alignment with Our Promise, and track progress against targets on a monthly basis using dollar win rate metrics.
  • NOs annual acquisition and win rate targets are established, agreed upon by all constituents, monitored, and reported out in real time.
