- Master’s degree in Statistics, Development Studies, Social Sciences, or a related discipline.
- Master in Public Health degree is an advantage.

At least 5 years progressively responsible professional work experience in monitoring, evaluation, accountability and learnings within a development organization/NGO, including 3 years’ experience in field level. Experience working on the MNCHN project will be considered an added advantage.

Knowledge of quantitative, qualitative and mixed method monitoring techniques and their application in multi-sectorial programs

Demonstrated experience in setting up and managing Monitoring and Evaluation systems that track performance as per the project and program results frameworks

Strong knowledge of programming and project design with experience of developing and working with theory of change, log frame and indicator tracking

Experience of research data collection and processing/analysis, facilitation and interviews with groups and individuals

Experience of designing and leading baselines, end lines and evaluations of development and nutrition projects

Experience in preparing analysis and learning reports, particularly related to analysis of programs and contextual issues.

Proven ability to provide on-job capacity building training to other team members.

Good skills in relevant computer applications e.g. MS-Word, MS-Excel, MS- PowerPoint,

Country Program Overview:
Starting in 1978 by promoting and implementing Nutrition programs, today, Helen Keller Bangladesh is implementing program work in Dhaka and Sylhet through and with the government of Bangladesh, as well as national and international partners and NGOs, academic and research institutions, and the private sector. Since its beginning, Helen Keller Bangladesh has worked with over 150 local, international and government partners to establish Enhanced Homestead Food Production (HFP) programs benefiting over 4.5 million people. We are currently implementing programs to prevent blindness and Neglected Tropical Diseases alongside programs to improve nutrition and food security that integrate gender-sensitive approaches
We are seeking a qualified and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for the Transforming Lives Through Nutrition Project. Transforming Lives Through Nutrition (Transforming Lives) is a grant-funded consortium uniting three nonprofits, including Helen Keller Intl, Vitamin Angels and iDE, and have been established to offer an impactful way to improve the nutrition of underserved pregnant women, infants and young children globally. This work is funded by The Church of Jesus Christ of Latter-day Saints as part of its humanitarian efforts implementing in 12 countries including Bangladesh. The goal of the Transforming Lives Through Nutrition initiative is to improve maternal and child health, through the delivery of proven nutrition interventions and strengthen health and food systems at scale by putting women and children at the center.

Scope of Work: The MEAL Officer, reporting to the MERL Specialist, will support the implementation of the project’s MEAL system by managing data tracking tools, ensuring high-quality data collection and reporting and providing technical support to implementing partners. The role includes conducting field monitoring, verifying data accuracy, analyzing progress against indicators, and contributing to learning and documentation of best practices. The MEAL Officer helps ensure compliance with donor and organizational requirements while supporting data-driven decision making and continuous program improvement.
RESPONSIBILITIES:
1. Monitoring Systems Development & Data Management
-
Develop and maintain an Excel-based performance tracker to monitor weekly and monthly achievements against targets.

Develop and manage an online data collection tracker (e.g., ONA platform).
-
Prepare master data sheets and provide necessary support to Community Clinics (CCs) and Upazila Health Complex (UHC) teams to ensure timely reporting for management and donor use.

Support data management, data cleaning, analysis, and report writing.
2. Reporting & Technical Support
-
Provide technical support to implementing partners (CCs, UHCs) for preparing monthly and quarterly reports.

Analyze monitoring data to track project indicators, measure progress against targets, and identify trends that may influence project outcomes.

Prepare timely and accurate monitoring reports, including narrative summaries, data visualizations, and actionable recommendations.

Ensure full adherence to the Monitoring & Evaluation (M&E) plan across implementation teams.
3. Field Monitoring & Data Quality Assurance
-
Conduct regular field visits to project sites to monitor activities, perform Data Quality Assessments (DQAs), assess progress, and identify implementation challenges.

Verify and validate monitoring data through regular quality assurance checks to maintain data integrity and accuracy.

Make routine visits to field offices and CCs to collect and cross-verify data, and support M&E implementation at the grassroots level.

Support local partners in reviewing and analyzing monitoring data and using findings to strengthen program performance.
4. Capacity Building & Partner Support

Provide training and ongoing technical support to project staff and partner organizations on M&E methodologies, digital data collection, and reporting requirements.

Transfer knowledge on the Performance Indicator Tracking Table (PITT) and

Performance Indicator Reference Sheet (PIRS) to implement partners.
5. Learning, Knowledge Management & Adaptive Management

Regularly capture learning, best practices, and success stories from the field to support program learning.

Facilitate learning and knowledge-sharing sessions among project stakeholders by documenting lessons learned, good practices, and success stories.

Collaborate closely with project staff and partners to integrate monitoring findings into project planning and adaptive management processes.

Ensure compliance with donor requirements, organizational policies, and government regulations related to monitoring, evaluation, accountability, and learning.
