Job Description

Education

  • Completion of Advanced University Degree (Master’s or equivalent) is required.  Education in Statistics, Economics, Political Science, Sociology, Public Policy or any relevant field is preferable including training in Econometrics and Statistics.

Experience

    • At least 7 years
  • The applicants should have experience in the following business area(s): Development Agency

Additional Requirements

At least 7 years of overall experience, including 4 years of Professional Experience (managerial or supervisory) in areas related to Managing Impact Evaluations/ Outcome Surveys/Baseline-Endline studies of aid and development interventions in low- or middle-income countries. Within these 4 years of professional experience, a minimum of 3 years of experience must be after postgraduation.


Responsibilities & Context

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Digital Financial Literacy and Social Behavioral Change Intervention

WFP’s Office of Evaluation (OEV) has received funding from the Gates Foundation to conduct a three-country study assessing the impact of Digital Financial Inclusion (DFI) and Nutritional Social Behavioral Change (SBC) on maternal- and child health outcomes using impact evaluation. As part of the workstream, OEV held internal consultations and reviewed expressions of interest (EOIs) from country offices. As a result of that process Bangladesh was selected as one of the three countries to be included in the study. These terms of reference outline the responsibilities and requirements of the Programme Policy Officer – Impact Evaluation Short term contract position for an impact evaluation focusing on one of the Gates Foundation projects for evidence generation in Bangladesh.  

 

The Bangladesh CO jointly with the Office of Evaluation (OEV) is in the process of planning a randomized trial to measure the impacts of a cash Top-up, paired with a joint Digital Financial Literacy and Nutritional Social Behavioral Change intervention, on maternal- and child health outcomes.

The research design seeks to compare households receiving the top-up plus DFI & SBC training against households receiving only the top-up and/or basic regular allowances. Main outcome dimensions are food security, digital financial inclusion, nutritional intake, and other measures of maternal- and child health. Data for the IE is planned to be collected in at least 3 waves from approximately 4000+ randomly selected households starting around middle of 2026, ending 12 months after implementation of the programme. The overall study is intended to end April 2028.
